The Conservation Program for Sustainable Development (Procodes) is a Secretariat of Environment and Natural Resources (Secretaría del Medio Ambiente y Recursos Naturales—Semarnat) program, administered by Conanp through regional offices and natural protected areas, that provides financial support and technical assistance for habitat conservation and restoration projects (Semarnat 2016).

Landowners can directly apply to Procodes, and projects may be used to benefit monarchs in Natural Protected Areas. A soil restoration program in Chihuahua’s Cañón de Santa Elena Natural Protected Area is an example of a Procodes project implemented by landowners in an area with existing monarch habitat (Mendoza Pérez 2016). Monarch monitoring has also been carried out through Procodes in the Área de Protección de Flora y Fauna Sierra de Álvarez, PN El Potosí. For this project, 19 people were trained by staff from the University of Querétaro and Correo Real and conducted monitoring for monarchs and milkweeds in the protected area between 31 July and 31 December, receiving P$2,700 for the surveys (Rodríguez 2016).
